6 Background and Needs Statement

 

The impact of climate change to water resources management requires the Philippine water sector to integrate climate change adaptation and resilience into its existing laws, rules and regulations. Such an effort would mainstream climate change preparedness, coping mechanisms and climate proofing efforts at the national and local government levels. Key to start this effort would be the amendment of the Water Code of the Philippines (the country’s primary law governing the use, administration, management and allocation of water resources) that will include a specific section devoted to climate change.

9 Activity  Output Final version of the draft bill integrating all relevant comments generated from the multi-stakeholder consultations conducted

– Participation in the Experts’ Forum on the Proposed Amendments of the Water Code of the Philippines organized by the National Water Resources Board (NWRB) on       March 18, 2016  (an activity in celebration of 2016 World Water Day)

– A draft communication plan indicating strategies and champions identified to ensure that the proposed bill is in the priority agenda of the incoming Congress   (1st quarter)

–  Prepare a brief profile on the identified potential champions   (2nd quarter)

–  Identify and liase with concerned committee at the House of Representatives (HOR) and Senate as potential Bill           (3rd quarter)

6 Background and Needs Statement

 

The Water, Climate and Development Programme (WACDEP), an activity being implemented by GWP-SEA and PWP to support the integration of water security and climate change adaptation into development planning processes and the design of financing and investment strategies.

 

There were already two (2) completed activities, namely:

–          The development of the TOR for the hiring of consultants to climate proof the completed masterplans

–          Climate proofing of the Cebu River Basin during the March 2015 training/workshop

 

With the completion of these two (2) major activities, the next important undertaking is the preparation of the investment checklist which is basically a listing of priority projects based on a concrete prioritization criteria or guidelines.  The River Basin Control Office (RBCO) of the Department of Environment and Natural Resources (DENR) was requested to prepare the initial priority criteria in order to come up with the Investment Checklist using existing DENR and National Economic and Development Authority (NEDA) guidelines. Result of this will be the subject of meetings and consultations.

 

Since the task of RBCO is to help source the funds needed to implement projects as per endorsed river basin masterplans, the development of the investment checklist will be supported by RBCO as this relevant to its function as a solid basis for investment sourcing.  RBCO intends to approach multilateral institutions to get the necessary funding.  The agreement is that PWP will develop a concept note for the planned subsequent activity which is a regional workshop/consultations.

 

 

As for the TOR developed, PWP was duly informed by RBCO that it is now being used as the basis in the updating of some eight (8) masterplans.

 

RBCO recommended three (3) priority River Basin Organizations (RBOs)  instead of two (2)  to represent Luzon, Visayas and Mindanao.   The selection of the priority RBOs is based on the WACDEP’s  priority on water security and climate change.  Taking into consideration these two (2) criteria,  the following are the agreed priority RBOs:

·         Agno River Basin for Luzon

·         Central Cebu River Basin for Visayas

·         Cagayan de Oro River Basin for Mindanao

 

RBCO has provided PWP with the list containing the investment summary per river basin for potential climate change–related infrastructure.  The list indicated both hardware and software climate change related infrastructure and the corresponding budget  for short term, medium term and long term planning scenarios.

 

Round Table Discussions (RTD) / consultations will be conducted to carry out with concerned government agencies such as NEDA, BOI to better understand the investment priorities and to help on develop the Investment Checklist for RBOs.
